Billing oversight is an important part of the statutory Health Care Clinic Medical Director framework. The Medical Director is not necessarily the clinic’s coder or billing specialist — but the director must understand the required systematic review responsibility and how billing irregularities are identified, documented, escalated, and corrected.

Must the Medical Director review every individual claim?
The framework contemplates a systematic billing-review responsibility at the director level — not the Medical Director personally coding or auditing every individual claim.
Who does the billing work and who provides the oversight?
The clinic’s billing staff or vendor may perform the operational billing work; the Medical Director’s role is oversight — confirming a review process exists, that documentation supports what is billed, and that irregularities are handled.
What happens when an improper charge is found?
A defensible process defines what happens next: clarify, hold or correct the claim where appropriate, review similar records for the same pattern, and document the resolution — with a preventive, non-accusatory tone.
Does outsourcing billing transfer the director’s oversight responsibility?
Outsourcing billing operations does not transfer the Medical Director’s statutory oversight responsibility; the director-level accountability remains.
